Bullying is also a sociopathic condition. There will always be someone in the sights of a bully. If one target is no longer available to them, within mere weeks they will seek and find another. Typically they have a pattern of failed relationships, and fear being "unmasked," meaning having their short-comings exposed by those who possess the positive characteristics they lack.
From some of your comments it would seem that you are somewhat condoning bullying. Does it really matter to the recipient of the action what the root cause of it is? Bullying happens everywhere - in the Schools, in the Work place, on the streets and even in the home. Bullying can also have a domino effect. One person bullies another, because they're bigger or more powerful than other. The bullied person then has a tendency to bully someone else less powerful than THEM. Solution is relatively simple. Stop the first bully and you stop the chain. Stop the Bully from their actions FIRST and then deal with the root causes.
