There may be peace in the valley — and on the hills — near Raymond, now that the Lethbridge Motorcycle Club (LMC) has proposed revised hours of operation at Temple Hill Motorcycle Park.
In response to recent complaints from neighbours over early morning racket coming from the track, the County of Warner Council gave first reading to a noise control bylaw in October. The proposed legislation pertains not only to noise at the track, but to barking dogs and agricultural activities that might fall outside of the normal range, and other possible infractions.
The bylaw was on Monday’s council agenda for further discussion and possible second reading, but LMC’s offer of more neighbourly running times sent the bylaw back for amendments. County CAO Allan Romeril said council will be seeking input from their ratepayers on the revised document.
“What LMC is suggesting is changing the operating hours from 9 a.m. to 9 p.m., and that would run from April through September, Monday through Saturday,” Romeril said.
“On Sunday, they suggested the operating times would be 10 a.m. until 7 p.m., and then during the other months of the year, October through March, operating times at the track would be 10 a.m. to 5 p.m. So they’ve broken it into two different seasons.”
In their complaints, neighbours of the track said that during the racing season, revving motorcycles could be heard as early as 5 a.m., and that on occasion the park’s loudspeakers have blared rock music as early as 7 a.m.
In the revised bylaw, the proposed new track hours and other revisions will be included. Council wants to expand the definition of farming activities and increase the barking time for dogs from three to 10 minutes. The updated version will be circulated via notices in local newspapers, and on the county’s web site, www.countyofwarner5.ab.ca
“Council is in no big hurry,” Romeril said. “They want to make sure that this is done properly and with the most amount of consultation with the public.”
Romeril said he hopes to have the bylaw on the website by the start of next week.
Warner county residents will have until Feb. 10 to make their thoughts on the bylaw known, after which it will return to council for further consideration. Romeril hopes those who weigh in will do so in writing, by letter or email, to avoid any misinterpretation of their views.
Temple Hill is located about 20 kilometres south of Lethbridge.
